Today, a quarter of Nepal’s forests are managed by nearly 20,000 community forest user groups, the first of which were established by NGOs in the 1980s. Supporters say the groups, together with government policies and legislation, have brought about a marked improvement in the size and density of forests, and have enhanced soil and water management.
